Can not Detect AT29C040A with WL-TSOP48 Reply

 I have tried so many adapters and I have the WL-TSOP48-U001 and this flash chip will not be recognized as it is in the device. Says No Device in socket.

I have placed the pin 1 of the IC where the white dot is and even used a multimeter to make sure pin 1 on the header matches the one in the socket but it never detects the IC. What adapter is made for TSOP32 with width 20mm? This one is not working nor are the generic ones either.
