If the normal memory block is locked, it will be unlock before program or erase automatically. But if the OTP segment is locked, it　cannot be unlocked.

What package is the M28W320, did you use the adapter right? You can ensure the adapter right first. Then you can reduce the parameter VCC from 3.3V to 3.0V(or 2.7V) step by step.Also you can click the option "Slow Program/Read" and then read/write the chip.

Package EBGA64.
Connected as in your schema adapter.
With that A1 to A0 ... A25 to A24.
I reduce the parameter VCC from 3.3V to 3.0V(or 2.7V) step by step and "Slow Program/Read".

It does not work.
0x00000000 - 0x00020000 not erased ;(

You may didn"t take enough time to erase it. Increase the parameter "retry" properly(for example 10,15,25,30...), and then the erase time will be longer. Also you can change more chips to try, ensure the chip is good.

I checked but it does not work.
Example:
S29GL032A　- sector SA0-SA11 ( 0x0-0xAFFFF ) not deleted. S11-S63 erase and program OK.
M28W320FST,FSU - sector 70,69,68,67 ( 0x0-0x1FFFF ) not deleted 66-0 erased & program ok.
