VP-280 Fails Self Test and cannot write Reply

I have a VP-280 that fails the self test and it fails on writing.
I can test logic chips, upgrade the system version and even downgrade the system version.
I was even able to do a blank check and that worked.

All read commands seem like they work, but I cannot write to any eprom.
a simple 27c256 fails.

I checked all three voltages:
5v = 3.73 low?
12v = 12.02
21v = 21.08


The self error test I am getting goes like this:
P31 input is high!
P5 VPP output is high!
P9 Vpp output is high!
P11 Vpp output is high!

etc...

Please advise!

Can you solder? Maybe there is a transistor that goes bad.It is V19,which is SS8550, PNP,25V/1.5A.You can find it on the bottom surface of the top board,you can open the cabinet.
